Hawaii imports approximately 90 percent of its food at an estimated annual cost of $3 billion, with food costs running 82 percent higher than the national average.

The Department of Agriculture is requested to consider amending eligibility qualifications and lease terms for agricultural lots to make them more accessible to small farm businesses.

The Department is asked to explore solutions including encouraging affordable long-term leases and allowing public comment on proposed changes.

The Department of Agriculture must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2022 Regular Session convenes.

A certified copy of the resolution shall be transmitted to the Chairperson of the Board of Agriculture.
