• Requests the Department of Health Environmental Management Division to conduct a study on implementing extended producer responsibility (EPR) in Hawaii, with $125,000 allocated for the research.

• Study must analyze EPR implementation independently and in conjunction with other state and federal packaging initiatives, including best science available on EPR and packaging practices.

• Study must evaluate costs and benefits to all stakeholders (environment, consumers, taxpayers, government, businesses), feasibility, implementation timeline, and projected savings for the state and counties on waste management and recycling.

• Department must consult with other state departments and community organizations during the study.

• Final report with findings, recommendations, and any proposed legislation must be submitted to the Legislature no later than 20 days before the 2024 Regular Session convening.
