Establishes an Act 110 Implementation Task Force to address implementation of Hawaii's state law corollary to Title IX and strengthen efforts to end campus-based sexual violence and gender discrimination.

Task force membership includes one representative each from: University of Hawaii Office of Institutional Equity, Hawaii Civil Rights Commission, Department of Education Civil Rights Compliance Branch, Department of Attorney General, Hawaii State Commission on the Status of Women, and University of Hawaii Prevention, Awareness, and Understanding Violence Program.

Task force is invited to include representatives from the American Association of University Women of Hawaii, Hawaii Coalition to End Domestic Violence, Sex Abuse Treatment Center, and Every Voice Coalition.

Task force shall recommend amendments to Hawaii's state law corollary to address conflicts with federal Title IX regulation changes and develop a meaningful enforcement framework, while considering resource availability, trauma-informed training, student protections, and strategies for improving protections for transgender students.

Task force must submit findings and recommendations, including proposed legislation, to the Legislature no later than forty days before the Regular Sessions of 2022 and 2023.
