Urges the United States military to clean up munitions and explosives of concern (MEC) in Hawaii under the Military Munitions Response Program established by Congress in 2001.

Calls for restoration of contaminated land rather than use of access restrictions like fencing, particularly at sites like Bellows Air Force Base in Waimanalo that were used for military training exercises.

Notes that Bellows Air Force Base, located on ceded lands, was previously used as an urban warfare training facility and is contaminated and unsuitable for return to the State without remediation.

Directs transmission of certified copies to the President, Secretary of Defense, Indo-Pacific Command, Hawaii's Congressional delegation, and Governor.
