Encourages the City and County of Honolulu to plan for improvements and revitalization of Hans L'Orange Park in Waipahu, including design, repairs, and restoration of park facilities.

Directs city officials to seek input from Waipahu residents and relevant community organizations and businesses when determining appropriate improvements to the park.

Highlights the park's historical significance as a 100-year-old recreation area built in 1924 by Oahu Sugar Company manager Hans L'Orange for plantation workers.

Notes that the park has deteriorated due to time and neglect, resulting in unsafe conditions, deteriorated bathroom facilities, play areas, parking facilities, and baseball field, as well as homeless encroachment.

Requires certified copies of the resolution be sent to the Mayor, City Council Chair, and Directors of Parks and Recreation, Design and Construction, and Facility Maintenance for the City and County of Honolulu.
