Requests the Department of Public Safety to identify and correct issues preventing compliance with Hawaii Revised Statutes section 353H-32, which requires providing civil identification cards and assistance obtaining birth certificates, social security cards, and other identification documents to individuals exiting correctional facilities.

Notes that between November 2018 and October 2019, 56% of people exiting jails and 46% of people exiting prisons statewide left without identification cards, despite statutory requirements.

Directs the Department of Public Safety to seek information about existing barriers to successful community reentry of formerly incarcerated individuals and work with community stakeholders to develop policy changes that dismantle these barriers.

Emphasizes that lack of civil identification prevents formerly incarcerated individuals from obtaining housing and legal employment, essential components for successful reentry and reduced recidivism.

Requires transmission of certified copies of the resolution to the Director of Public Safety and Chairperson of the Hawaii Paroling Authority.
