Request the Stadium Authority to identify and develop areas within the Stadium Development District as a permanent shipping container storage and lay down facility for Pearl Harbor backup operations.

Honolulu Harbor handles over 12,000,000 tons of cargo annually, including 3,000 tons of food daily, and serves as the critical central hub for the State's commercial harbor system.

Pearl Harbor has agreed to serve as a backup facility in case of emergency that renders Honolulu Harbor unusable, though a 2015 U.S. Coast Guard test revealed Pearl Harbor can only handle a fraction of Honolulu Harbor's cargo processing capacity.

Aloha Stadium facilities are identified as ideally suited by location and size to supplement Pearl Harbor's emergency capacity as a container storage facility.

Transmit certified copies of the resolution to the Command Master Chief of Joint Base Pearl Harbor-Hickam, the Governor, and the Stadium Authority Chairperson.
