Hawaii Emergency Management Agency is requested to convene a 14-member task force in coordination with the Department of Defense, Department of Health, and Hawaii Technology Development Corporation to study whether emergency supplies should be stockpiled in a single facility or multiple facilities across the four counties.

Task force membership consists of the HEMA Director (chair), one representative each from the Governor's office, Senate, and House, plus representatives from Department of Defense, Hawaii Technology Development Corporation, and two representatives each from Hawaii, Honolulu, Kauai, and Maui counties.

All task force members must be appointed within 30 days after the end of the 2021 Regular Session, with the initial meeting convening on or before July 1, 2021.

Task force must submit findings and recommendations, including proposed legislation, to the Legislature by January 31, 2022, identifying facility locations that are on state land, secured, outside inundation zones, within one mile of an airfield, and near first responder agencies.

Task force dissolves on July 1, 2022.
