Urges the Department of Education to reassign students from Honokai Hale and Ko Olina to the Nanakuli Complex instead of the Kapolei Complex, effective with the 2021-2022 academic year.

Identifies overcrowding in Kapolei Complex schools as a longstanding problem that is partially caused by assigning students from Honokai Hale and Ko Olina to that complex.

Notes that multi-tracking (dividing students into alternating year-round schedules) is currently used in Kapolei Complex schools and research shows students in multi-tracked schools score approximately 2% lower on national assessments than those in traditional schools.

Asserts that reassigning students to Nanakuli Complex would better balance student distribution across the Leeward District and reduce overcrowding without requiring multi-tracking.

Directs certified copies of the resolution be sent to the Board of Education Chairperson, Superintendent of Education, and principals of all schools in both the Kapolei and Nanakuli complexes.
