Urges the Governor, Department of Transportation, Department of Health, and county police departments to develop an expanded statewide public awareness campaign about Hawaii's "move over law" codified in section 291C-27, Hawaii Revised Statutes.

Requires drivers to slow down to a reasonable speed and change lanes when approaching a stopped emergency vehicle, a law enacted in 2012 following two officer deaths.

Notes that more than 150 law enforcement officers were struck and killed by vehicles between 1997 and 2019 according to the U.S. Department of Transportation.

Cites a 2019 incident where a tow truck driver was struck and killed on the H-2 freeway, demonstrating ongoing noncompliance with the move over law.

Directs certified copies of the resolution be sent to the Governor, Director of Transportation, Director of Health, and police chiefs of Honolulu, Hawaii, Kauai, and Maui counties.
