Requests the Department of Transportation, in conjunction with the City and County of Honolulu, to develop a strategy implementing a back tax waiver program for motor vehicle registration taxes and fees in Honolulu

Program would waive unpaid or partially unpaid motor vehicle registration taxes and fees that are six or more months past due

Identifies high registration costs as a primary contributor to motor vehicle abandonment and cites traffic congestion in Honolulu being worsened by abandoned vehicles on state highways

Requires the Department of Transportation to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2022 Regular Session convenes

Directs certified copies of the resolution be sent to the Director of Transportation and Mayor of the City and County of Honolulu
