Urges the Federal Aviation Administration to implement a noise pollution impact fee equivalent to 10 percent of ticket revenues for all commercial aircraft flights over Ewa Beach, Oahu

Requests that the FAA grant revenue generated by these fees to the State for noise pollution mitigation efforts and improvement of roads, infrastructure, and schools in Ewa Beach

Cites health risks from aircraft noise pollution including sleep disturbances, cognitive impairments, hypertension, hearing loss, and increased cardiovascular disease risk, with children being especially vulnerable

Notes that a majority of inbound commercial flights to Honolulu's Daniel K. Inouye International Airport follow flight paths directly over Ewa Beach, subjecting residents to disproportionate noise pollution and lower property values

Directs certified copies of the resolution be transmitted to the FAA Administrator, Hawaii Governor, and Honolulu City Council member for District 1
