Establishes an air cargo pest inspection, quarantine, and eradication fee to be assessed on each air carrier delivering air cargo into Hawaii, effective July 1, 2022.

Creates the air cargo pest inspection, quarantine, and eradication fund to be used solely by the Department of Agriculture's air cargo inspection program for inspecting, quarantining, and eradicating invasive species in air cargo.

Increases the existing inspection, quarantine, and eradication service fee for freight imports from 75 cents to an unspecified amount per 1,000 pounds of freight or part thereof brought into the State.

Requires the State Auditor to conduct a sunrise analysis on the air cargo pest inspection fee and submit findings and recommendations to the legislature no later than 20 days before the 2022 regular legislative session.

Addresses invasive species threats to Hawaii's economy and environment by placing the cost of prevention and mitigation on freight imports, the primary pathway for harmful pests and diseases entering the State.
