Appropriates emergency funds from general revenues to the Department of Health for fiscal year 2020-2021 for statewide COVID-19 related medical surge staffing (amount to be filled in).

Appropriates emergency funds from general revenues to the Department of Health for fiscal year 2020-2021 for vaccine and immunization plan implementation and administration, including warehousing, distribution, temporary immunization sites, vaccine education, and operational costs (amount to be filled in).

Authorizes the governor to transfer funds appropriated by this Act among executive agencies as deemed necessary, and to transfer excess funds beyond what the Department of Health needs to the governor's contingency fund.

Any unallotted or unencumbered funds appropriated under this Act shall lapse on June 30, 2022.

Takes effect on July 1, 2050.
