Appropriates $6,006,892 from general revenues to the Department of Public Safety for fiscal year 2020-2021 to cover personnel services shortfall.

Addresses deletion of 298.50 positions totaling $17,972,111 in base salaries, including 160.0 adult corrections officers ($9,613,332) from previous budget cuts.

Funds personnel shortfalls across eight correctional institutions on Oahu and three on neighbor islands, with largest allocations to Oahu Community Correctional Center ($1,620,912) and Maui Community Correctional Center ($1,053,924).

Restores critical health care staffing in the pandemic response division, including 26.50 health care professionals (physicians, psychiatrists, nurses, therapists) with projected shortfall of $1,200,226.

Takes effect upon approval and is recommended by the governor for immediate passage as an emergency measure.
