• Amends Section 329-104, Hawaii Revised Statutes, to expand authorized access to the electronic prescription accountability system by adding two new categories of entities.

• Adds veterinarians licensed under section 457-2.7 to the list of healthcare registrants authorized to access their own patients' prescription information.

• Authorizes the State of Hawaii Department of Human Services, Med-QUEST Division, to access electronic prescription accountability system information.

• Authorizes controlled substances prescribers, dispensers, and pharmacists of United States Department of Veterans Affairs facilities within Hawaii to access the system and submit data to it.

• Removes the requirement that pharmacists requesting prescription information must certify it relates to a violation or possible violation of chapter 329.
