Amends Hawaii Revised Statutes Section 321-11 to explicitly include "swimming pools" within the Department of Health's authority to adopt health and safety rules for pools and related structures.

Adds a new definition to Section 321-15.1 defining "swimming pool" as any publicly or privately owned artificial enclosure constructed of reinforced concrete or department-approved materials containing water used for swimming, diving, recreational bathing, or therapy.

Clarifies that the definition applies to impervious, watertight structures that meet department of health standards.

Takes effect July 1, 2060.

Does not affect rights, duties, penalties, or proceedings that existed before the effective date.
