Amends Section 201H-38 of Hawaii Revised Statutes to add a location requirement for affordable housing developments exempt from local zoning and planning regulations.

Requires that affordable housing projects be located in medium- or high-density zoning districts to qualify for the exemption from statutes, ordinances, and rules relating to planning, zoning, and construction standards.

Maintains existing requirements that projects must be consistent with the chapter's purpose, meet health and safety minimums, comply with utility standards, and receive county legislative body approval.

Takes effect upon approval.
