Amends Hawaii Revised Statutes Section 261-4 to authorize the Department of Transportation to plan, construct, operate, and maintain state airport facilities without approval from county agencies.

Grants the department authority to acquire and use lands necessary for staging construction activities at state airports without county agency approval.

Clarifies that the department's airport jurisdiction operates notwithstanding any other law or provision to the contrary.

Makes minor grammatical and technical corrections, including changing "which" to "that" and renumbering subsections from (b)-(f) to (c)-(f).

Takes effect upon approval.
