Amends Hawaii Revised Statutes Section 103D-307 to expand the definition of emergency procurement conditions to include equipment failures, repairs to public property to prevent further damage, and prevention of serious disruption in government services functioning.

Removes the requirement for chief procurement officer approval prior to emergency procurement, replacing it with a mandatory accounting and reporting requirement.

Requires the head of a purchasing agency making an emergency procurement to account for money spent and report the accounting to the legislature within sixty days after the end of the fiscal year in which the procurement was made.

Maintains existing requirements that emergency procurements be made with as much competition as practicable and include written documentation of the emergency basis and contractor selection rationale in the contract file.
