Amends Hawaii Revised Statutes Section 103D-709(e) to change the cash or protest bond requirements for parties initiating administrative proceedings under the Hawaii public procurement code.

Replaces the flat fee structure ($1,000 for contracts under $500,000; $2,000 for contracts $500,000 or more) with a percentage-based structure: 1% of estimated contract value if under $1,000,000, or 2% if $1,000,000 or more.

Eliminates the $10,000 maximum cap on required bond amounts that existed under the previous structure.

Requires the bond to be returned to the initiating party if they prevail in the administrative proceeding; if they do not prevail, the bond is deposited into the general fund.

Takes effect July 1, 2112.
