Adds definition of "out-of-service order" to Hawaii law, referencing federal regulations and North American standards for declarations by enforcement officers that a driver, commercial motor vehicle, or motor carrier operation is out-of-service.

Prohibits initial registration of motor carrier vehicles until all federal operations out-of-service orders issued by the United States Secretary of Transportation are resolved.

Requires motor carrier vehicle registration renewal applicants to resolve any federal operations out-of-service orders as a condition of renewal, similar to existing requirements for unpaid traffic citations.

Mandates suspension or revocation of motor carrier registration certificates when federal operations out-of-service orders are issued, with suspension remaining in effect until all orders are resolved.

Takes effect July 1, 2050.
