Repeals Hawaii Revised Statutes Section 264-19 (Transportation Improvement Special Fund), which previously allowed the Department of Transportation to fund qualified transportation projects and receive reimbursements from private developers.

Repeals Hawaii Revised Statutes Section 266-2.3 (Kewalo Basin Use Permit provisions), which allowed vessels with Kewalo Basin permits to moor in Honolulu Harbor on a space-available basis under specified conditions.

Repeals Hawaii Revised Statutes Section 266-22 (Maintenance of Fire Boat), which required the Department of Transportation to pay annually from its special fund for fire boat operation and maintenance costs.

Changes appointed members of the Honolulu rapid transportation authority board of directors from non-voting to voting status, allowing the President of the Senate and Speaker of the House to each appoint two voting ex-officio members.

Takes effect January 1, 2050.
