Reduces the number of governor-appointed members of the state highway safety council from not more than twenty to ten members.

Maintains the existing council structure with the director of transportation as chairperson and mandatory membership from the chief justice, attorney general, director of health, superintendent of education, president of the University of Hawaii, and county highway safety council chairpersons.

Preserves council members' entitlement to reimbursement for necessary expenses while attending meetings and performing council duties, with no compensation otherwise.

Takes effect on July 1, 2050.
