Extends the sunset date for Act 42 (Session Laws of Hawaii 2018) from June 30, 2021 to June 30, 2024, allowing the University of Hawaii president to continue serving as the university's chief procurement officer for all procurement contracts under chapter 103D, Hawaii Revised Statutes.

Amends section 6 of Act 42 to defer the reversion to prior procurement authority arrangements that would have taken effect on June 30, 2021.

Recognizes that the University of Hawaii has implemented significant policy and procedure improvements and adopted best-practices in procurement management, as confirmed by the state procurement office.

Maintains the university president's full procurement authority for three additional years rather than immediately reverting to the bifurcated system established by Act 87 (Session Laws of Hawaii 2013) where construction and construction-related professional services contracts would be subject to state procurement office oversight.
