Expands the Conference Center Revolving Fund at the University of Hawaii at Hilo to cover conference center programs conducted by the university, rather than limiting it to a single program in the college of continuing education and community service.

Transfers authority to manage the revolving fund from the dean of the college of continuing education and community service to the chancellor of the University of Hawaii at Hilo or the chancellor's designee.

Authorizes expenditures from the revolving fund for conference-related costs including honoraria, hotel rentals, food, printing, airfare, per diem, lei, audiovisual equipment, and supplies, without regard to competitive bidding requirements under state procurement rules.

Requires the chancellor of the University of Hawaii at Hilo to submit a report to the legislature no later than twenty days before each regular session, accounting for all income and expenditures within the revolving fund.

Effective date is July 1, 2021.
