Establishes a framework for the University of Hawaii to designate campuses as "university districts" to create consistent land use planning and development across the system's three university campuses and seven community colleges.

Requires the university president to propose district boundaries to the Board of Regents, which may then designate the campus as a university district; excludes property not held by the university or its partners and property within conservation districts.

Mandates development of a campus development plan for each designated district that includes development guidance policies and capital improvement programs, coordinated with state and county plans when possible.

Authorizes the Board of Regents to establish campus development rules under state administrative procedures covering health, safety, building, planning, zoning, and land use that follow county rules but supersede inconsistent county ordinances upon effectiveness.

Exempts university districts with adopted campus development plans from county special management area and shoreline setback reviews, transferring those responsibilities to a state lead agency instead of county authorities.
