Repeals the requirement that each University of Hawaii campus prepare an annual operations plan for review by the university president and vice president for budget and finance.

Repeals the requirement that unused moneys in the University of Hawaii tuition and fees special fund lapse to Program ID No. UOH900 (University of Hawaii system-wide support) at the end of each fiscal year.

Maintains existing provisions allowing the Board of Regents to authorize up to $3,000,000 annually from the fund for alumni relations and private donation generation for the University of Hawaii Foundation.

Maintains existing provisions allowing the university to transfer funds from the tuition and fees special fund to the scholarship and assistance special fund.

Takes effect on July 1, 2060.
