Transfers the Commission for National and Community Service from the University of Hawaii to the Department of Business, Economic Development, and Tourism for administrative purposes only.

Adds four new county representatives to the commission: one each designated by the mayors of Honolulu, Hawaii, Maui, and Kauai counties.

Adds a representative of the volunteer sector as a new commission member.

Expands national service program representation to include programs described in Title 42 United States Code section 12572(a), (b), or (c).

Reduces meeting frequency from quarterly to twice annually and removes the 75 percent attendance requirement for member removal.

Effective date: July 1, 2022.
