HB 1080 Summary

• Requires the Hawaii Correctional System Oversight Commission to create a comprehensive plan to phase out private correctional institutions by 2025 and submit a report with proposed legislation to the legislature by 20 days before the 2022 regular session convenes.

• Defines "private correctional institution" as facilities either owned by the State and operated by non-governmental entities or operated under public-private partnerships.

• Prohibits construction of new correctional facilities or expansion of existing facilities unless the Department of Public Safety first obtains input and recommendations from the Hawaii Correctional System Oversight Commission on the master plan, with that input included in any environmental impact statement.

• Requires the Department of Public Safety to provide the Commission with information on proposed maximum inmate population, programs (including reentry, education, treatment, work furloughs, and parole services), and other relevant information upon request.

• Effective date is July 1, 3050 (note: appears to contain a clerical error in the year).
