H.B. 1082 Summary

• Establishes a moratorium on construction of any new correctional facilities in Hawaii from July 1, 2021, to June 30, 2022, including the planned replacement facility for the Oahu community correctional center.

• Prohibits construction of new correctional facilities or expansion of existing facilities unless the Department of Public Safety first obtains input and recommendations from the Hawaii Correctional System Oversight Commission on the facility's master plan.

• Requires the commission's input and recommendations to be included in any environmental impact statement for a proposed new or expanded correctional facility.

• Adds new authority to the Hawaii Correctional System Oversight Commission to review and provide input and recommendations on master plans for proposed new or expanded correctional facilities.

• Effective date is July 1, 3050.
