Prohibits manufacturers from importing for profit, selling, or offering for sale in Hawaii any cosmetic product tested on animals on or after January 1, 2024.

Establishes penalties of $5,000 per violation plus an additional $1,000 for each day the violation continues, enforced by county prosecuting attorneys.

Exempts animal tests required by federal or state regulatory authorities, tests conducted for foreign regulatory compliance not used to substantiate safety in Hawaii, tests on drugs under the Federal Food, Drug, and Cosmetic Act, and cosmetics or ingredients tested on animals before January 1, 2024.

Grants prosecuting attorneys authority to require manufacturers to disclose testing data upon reasonable belief that a violation has occurred, with trade secret protections and confidentiality agreements required.

Prohibits counties or other political subdivisions from establishing cosmetic animal testing prohibitions that differ from state law or lack the same exemptions.
