Amends Hawaii Revised Statutes Section 102-10 to grant the Department of Transportation discretion to modify airport concession contracts when significant hardship occurs, addressing challenges from the COVID-19 pandemic and other circumstances.

Expands relief options beyond rent modification to include entering new contracts, extending contract terms, permitting contract transfers or withdrawals, and other forms of relief to concessions experiencing hardship.

Defines "significant hardship" to include business volume reductions of 15% or more for 60+ days, 10% or more for 180+ days, construction delays exceeding 90 days, unexpected circumstances, unequal relief terms among concessions, and situations requiring contract extensions for cost recovery.

Limits airport concession contracts to a maximum 20-year term including all extensions and exempts airport concessions from Chapter 171 requirements when conflicting with the bill's purposes.

Takes effect upon approval and applies only if the contract does not already contain provisions addressing all relief contingencies and if application would not impair obligations to bondholders or other parties.
