Renames the "certificate of good standing" issued by the Department of Commerce and Consumer Affairs to "certificate of registration" to reduce public confusion about the scope of the certification.

Requires that any certificate of registration include the statement "This certificate is not an indication of compliance with tax laws, labor laws, or any other laws."

Prohibits certificates of registration from containing language stating or implying compliance with any statute or rule outside the Department of Commerce and Consumer Affairs' jurisdiction.

Invalidates all certificates of good standing issued after June 30, 2022, allowing certificates of registration to satisfy any requirements previously met by certificates of good standing.

Amends sections 8-5, 412:2-105.2, 414-12, 414D-4, 425D-4, 443B-3, 443B-4.58, and 514E-10 of Hawaii Revised Statutes to substitute "certificate of registration" for "certificate of good standing" throughout.
