Requires the candidate advisory council to present board of regents candidates who reflect diversity of the student population, counties, and higher education-related stakeholders, with track records demonstrating understanding of public universities as a public good.

Changes council composition from five governor-appointed members to one governor-appointed member, and adds new voting positions appointed by the University of Hawaii student caucus, faculty senate chairs, alumni association, and office of Hawaiian affairs board of trustees.

Requires candidates and their immediate families to disclose any existing or anticipated contracts or financial transactions with the University of Hawaii.

Adjusts member term lengths so that four-year terms apply to members appointed by the senate president, house speaker, and office of Hawaiian affairs, while two-year terms apply to members appointed by student caucus, faculty senate, and alumni association.

Effective July 1, 2060; allows current senate president and speaker-appointed members to continue serving until their terms expire, but immediately terminates governor-appointed members' terms and requires new appointments under the amended structure.
