H.B. 1108 Summary

• Amends Chapter 84 of Hawaii Revised Statutes to authorize legislators and legislative employees to accept gifts of aloha from lobbyists or their clients, notwithstanding existing gift restrictions in section 84-11.

• Defines "gift of aloha" as anything of value, including a meal, with a fair market value of $25 or less.

• Defines "lobbyist" as any individual who receives $1,000 or more in compensation for lobbying in a calendar year, or engages in lobbying exceeding 5 hours in any month, 10 hours in any calendar year, or makes expenditures of $1,000 or more for lobbying activities.

• Exempts nonprofit organization employees who spend fewer than 10 hours per month lobbying on grant applications under chapter 42F and do not engage in unrelated lobbying from the definition of lobbyist.

• Takes effect upon approval.
