Expands Hawaii's vending facilities program to include persons with a mental illness as defined under section 431M-1, in addition to blind or visually handicapped persons.

Requires the Department of Human Services to register persons with a mental illness and issue permits for operating vending facilities in state and county public buildings.

Prohibits vending facilities operated by persons with a mental illness from being placed in state or county public buildings that already have vending facilities operated by registered blind or visually handicapped persons.

Extends existing protections and rights to persons with a mental illness, including protection from competition and consideration during building construction or renovation planning.

Takes effect upon approval.
