Requires any organization, association, party, or individual involved in the political process to file financial disclosures with the campaign spending commission.

Requires noncandidate committees making independent expenditures to disclose donors contributing more than $5,000 in the aggregate during an election period whose funds were received from Internal Revenue Code 501(c)(4) organizations for advertisements or electioneering communications.

Amends the definition of "noncandidate committee" to clarify that such committees make or receive contributions, make expenditures, or incur financial obligations to influence elections or ballot questions.

Requires noncandidate committees receiving contributions exceeding $10,000 in aggregate from non-individual entities to provide internet addresses of the contributing entity's disclosure reports or list funding sources contributing $100 or more, or acknowledge non-disclosure status.

Takes effect July 1, 2112.
