• Requires 501(c)(4) social welfare organizations that donate to noncandidate committees, engage in electioneering communications, or endorse candidates to register with Hawaii's campaign spending commission.

• Mandates social welfare organizations file organizational reports including officer names, addresses, principal places of business, and names and addresses of donors contributing over $100.

• Requires social welfare organizations to file preliminary reports 10 days before elections, final reports within 20-30 days after elections, and supplemental reports on January 31 and July 31.

• Establishes detailed financial reporting requirements including contributions received and made, expenditures, cash on hand, and itemized advertising and independent expenditure information.

• Takes effect July 1, 2060.
