Allows standard telephone contacts to be used for telehealth services, removing previous restrictions that excluded telephone calls from the definition of telehealth.

Amends telehealth definitions in Hawaii Revised Statutes sections 346-59.1, 431:10A-116.3, 432:1-601.5, and 432D-23.5 to permit telephone-based consultations alongside video conferencing and other communication methods.

Recognizes that standard telephone contact benefits underserved and low-income communities where broadband and cellular data plans are not feasible alternatives.

Takes effect upon approval; supported by the Hawaii primary care association.
