Appropriates funds for collective bargaining cost items negotiated with bargaining unit (14) for fiscal biennium 2021-2023, with $0 appropriated from general funds, special funds, and interdepartmental transfers for both FY 2021-2022 and FY 2022-2023.

Appropriates funds for salary increases and cost adjustments for excluded state officers and employees in the same compensation plans as bargaining unit (14) members, with $0 appropriated from general funds for both fiscal years.

Appropriates funds for Hawaii employer-union health benefits trust fund costs for bargaining unit (14) members and their excluded counterparts, with $0 appropriated from general funds for both fiscal years.

Directs the director of finance to allot appropriated funds to appropriate state departments for expenditure in respective fiscal years.

Provides that FY 2021-2022 appropriations shall not lapse until end of fiscal biennium 2021-2023, with any unexpended or unencumbered funds lapsing as of June 30, 2023; effective December 25, 2040.
