HB 1130 Summary

• Office of Planning must hire a contractor to identify and assess alternative financing, project delivery, and cost recovery mechanisms for transit-oriented development infrastructure investments.

• Contractor shall propose specific financing and cost recovery tools to be implemented as pilot projects at one transit-oriented development site in each county.

• Contractor must consult with state agency directors, legislative representatives, and county mayors in conducting the analysis and developing recommendations.

• Office of Planning must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2023 regular session convenes.

• Director of Finance authorized to issue general obligation bonds for fiscal years 2021-2022 and 2022-2023 to fund the study, with appropriations not lapsing until June 30, 2024.
