Extends the deadline for counties to adopt a surcharge on state tax ordinance from March 31, 2019 to December 31, 2021.

Allows counties with populations of 500,000 or less that adopt a surcharge ordinance after December 31, 2020 to use surcharge revenues exclusively for affordable and workforce housing infrastructure serving households with incomes up to 140% of area median income.

Permits counties adopting surcharges between March 31, 2019 and December 31, 2021 to begin levying the surcharge on January 1, 2023.

Prohibits counties from passing infrastructure costs to developers of housing projects serving households at or below 140% of area median income.

Takes effect January 1, 2055.
