Authorizes the Department of Business, Economic Development, and Tourism (DBEDT) to maintain, operate, regulate, and protect airports and air navigation facilities by adding this power to Section 201B-3 of the Hawaii Revised Statutes.

Requires the Department of Transportation to transfer the lease of Kawaihapai Airfield (also known as Dillingham Airfield) from itself to DBEDT.

Recognizes that Kawaihapai Airfield generated 33,805 aircraft operations in 2019, more than Kapalua, Lanai, and Kalaupapa regional airports combined.

Notes that small business tenants at the airfield generate over $12,000,000 in yearly revenues and employ over 130 people in aviation and tourism-related positions.

Takes effect upon approval by the Governor.
