Prohibits any person or supplier of water from introducing fluoride to a public water system in Hawaii

Voids all conflicting state statutes, executive orders, ordinances, regulations, and rules regarding fluoride use in public water systems, with such provisions preempted by this Act

Legislature findings cite concerns about fluoride as a "presumed" neurotoxin linked to neurotoxicity, lower IQs in children, thyroid dysfunction, sleep apnea, and kidney and liver impairment

Legislature notes that bottle-fed infants are exposed to excessive fluoride doses when fluoridated water is used in formula, with up to 59 percent of formula-fed babies exceeding safe limits

Takes effect upon approval and amends Section 340E-7, Hawaii Revised Statutes, by adding subsection (k) to establish the fluoride prohibition
