• Requires the Department of Transportation, in collaboration with the Department of Health, to establish COVID-19 testing sites at all state-operated airports receiving flights from the continental United States and internationally.

• Mandates rapid COVID-19 testing for all individuals over age five arriving at Hawaii airports, with test results available within 2 hours of testing.

• Appropriates general revenues for fiscal year 2021-2022 to purchase rapid nucleic acid amplification tests, laboratory equipment, personal protective equipment, and other necessary testing equipment (specific amount left blank in bill).

• Addresses Hawaii's Safe Travels Program by adding on-site rapid testing as an additional safeguard to ensure incoming travelers are free from COVID-19 upon arrival.
