Authorizes the director of finance to issue $2,965,000 in general obligation bonds for capital improvement projects in fiscal year 2021-2022.

Allocates $1,000,000 to the Department of Land and Natural Resources for roof renovation and improvements to Iolani Palace on Oahu.

Allocates $1,000,000 to the Department of Accounting and General Services for development of a state archives master plan on Oahu, including expansion of collections processing, storage, and research spaces.

Allocates $965,000 to the Department of Accounting and General Services for Bishop Museum facility improvements, including fire sprinkler installation ($240,000), nitrate removal and fire safety improvements ($100,000), fire-rated egress improvements ($375,000), and water infiltration repair ($250,000).

Appropriations do not lapse at end of fiscal year but any unencumbered funds lapse on June 30, 2024; Act takes effect July 1, 2065.
