Limits lessees and operators of State-owned meat processing establishments to no more than 50% slaughter and processing capacity for house-branded meat products they own or control.

Prohibits unfair, discriminatory, or deceptive practices and requires processors to provide slaughter and processing services without requiring customers to surrender title to their animals.

Restricts any single meat processor from controlling more than 70% of statewide meat processing capacity unless a market study commissioned by the board finds adequate market competition.

Requires annual reporting to the department on stakeholder involvement, business plans showing existing and projected markets, and cattle supply sources.

Allows the department to require market information reporting on cattle prices, quantities delivered, and slot allocations to promote informed marketing decisions and competition in the meat processing industry.
