• Implements a five-tier rating system (Exceptional, Very Good, Satisfactory, Marginal, Unsatisfactory) with detailed definitions and requires annual evaluations and evaluations upon contract completion.

• Mandates past performance consideration in offeror responsibility determinations and requires solicitations to describe evaluation approach and allow offerors to identify similar past contracts and provide corrective action information.
