Establishes a subcontractor listing pilot program to be conducted by the department of accounting and general services with the governor's approval for state construction projects estimated at less than $3,000,000.

Removes the mandatory requirement to list all subcontractors and their scope of work in competitive sealed bids for eligible projects, addressing concerns that subcontractor listing errors trigger bid protests and project delays.

Applies only to smaller projects under $3,000,000 to test effectiveness before potential statewide implementation, with no change to the requirement that licensed subcontractors be used under Hawaii Revised Statutes chapter 444.

Requires the department of accounting and general services to submit a report to the legislature no later than twenty days before the 2023 regular session on the cost effectiveness and efficiencies realized from the pilot program.

Effective July 1, 2021.
